Bylaws of the Bastrop County Republican Party

Article I: Name

The name of this organization shall be the Bastrop County Republican Party (BCRP), also referred to as the Bastrop County Republican Executive Committee (CEC).

Article II: Purpose

Section 1

The purpose of this organization shall be:

  1. To establish the policies of the Bastrop County Republican Party, subject to the direction of the biennial County Convention;
  2. To represent the Bastrop County Republican Party, the State of Texas, and the United States, articulating the principles and policies of the Republican Party platform and to promote Republican candidates;
  3. To cooperate in carrying out programs initiated by the Republican Party of Texas, including but not limited to: Conducting a Republican Primary, Conducting a biennial County Convention, Organizing Get-Out-The-Vote initiatives;
  4. To develop and sustain a county-wide organization;
  5. To be responsible for the general and ethical supervision and management of the Republican Party in Bastrop County, Texas;
  6. To promote and inform the electorate through education;
  7. To increase the effectiveness of residents of Bastrop County in the cause of good government;
  8. To facilitate cooperation among Republicans of Bastrop County;
  9. To foster and encourage loyalty to the ideals of the Republican Party and to promote conservative ideas and principles encompassed in the US Constitution, Bill of Rights and Texas Constitution;
  10. To influence the outcome of public policy to reflect the principles found in the platform of the Republican Party of Texas.

Section 2

This organization is organized for the sole purpose as described in Section 1 and shall not carry on any activities not in furtherance of such purpose. Its net earnings may not be distributed to any officer, member, or private individual. On dissolution, all remaining assets shall be distributed for one or more exempt purposes within the meaning of Section 501(c) of the Internal Revenue Code, or the corresponding section of any future federal tax code.

Article III: Members

The membership of the Committee shall consist of the County Chair and the duly elected or appointed Republican Precinct Chairs of the precincts in Bastrop County pursuant to Chapter 171 of the Texas Election Code (TEC) or successor provisions of the TEC.

Article IV: Officers and Their Duties

The officers of the Committee shall be the County Chair, Vice Chair, Secretary, Treasurer, Parliamentarian, Sergeant at Arms, and Chaplain. The County Chair is elected in the Republican Primary election per TEC. All other officers are appointed by the County Chair and serve at the pleasure of the County Chair.

Article V: Meetings

The Committee shall meet a minimum of four (4) times per year on dates set by the County Chair. Special meetings may be called by the County Chair or by written request of one-fourth (1/4) of the voting members. A quorum shall consist of twenty-five percent (25%) of the voting members.

Article VI: Committees

The County Chair may establish standing and special committees as needed. Each committee shall have at least three (3) members, appointed by the County Chair, and shall serve at the pleasure of the Chair. Standing committees may include Finance, Communications, Events, Legislative, Voter Registration, and Vacancy committees.

Article VII: Elections

The County Chair is elected by the qualified voters of Bastrop County during the Republican Primary election for a two-year term. Precinct Chairs are elected by qualified voters in their respective precincts during the Republican Primary. Vacant precinct chair positions between primary elections shall be filled by a majority vote of the Committee following the recommendation of the Vacancy Committee.

Article VIII: Amendments

These Bylaws may be amended at any regular or special meeting of the Committee by a two-thirds (2/3) vote of members present and voting, provided that the proposed amendments have been submitted in writing to each member at least fourteen (14) days prior to the meeting.

Article IX: Parliamentary Authority

The rules contained in the current edition of Robert's Rules of Order, Newly Revised shall govern the Committee in all cases to which they are applicable and in which they are not inconsistent with these Bylaws and any special rules of order the Committee may adopt.

Article X: Miscellaneous

These Bylaws shall become effective upon adoption by the Committee. All previous bylaws are hereby repealed. Any member of the Committee, officer, or appointed position holder acting in a manner detrimental to the interests of the Bastrop County Republican Party may be subject to censure or removal by a two-thirds vote of the Committee membership.
